What Blizzard has confirmed
In the Deep Dive Panel Recap, Blizzard detailed the complete design philosophy and mechanics governing transmogrification in WoW: Forever:
- City transmogrifiers: Players can visit a transmogrifier NPC in certain cities to create and save transmogrified outfits or disable the feature entirely.
- Opt-out visibility rules: Disabling transmog means a player only sees the actual equipped gear of surrounding players. Players who choose Classic Mode when first launching the game will have transmog disabled automatically upon entering the world.
- Continuous appearance collection: Even while transmog display is disabled, players continue accumulating new appearances into their collection as they acquire gear.
- Dungeon group loot sharing: When a bind-on-pickup Uncommon or Rare item drops in a dungeon, its appearance is granted to all eligible looters when the item is looted. Players needing an upgrade do not have to compete against group members rolling purely for an appearance unlock.
- Raid epic binding rule: For epic raid drops, appearances are granted on acquisition only to the player the item binds to, preserving the prestige of raid accomplishments and leaving loot distribution with raid groups.
- Poor and Common items: Items of Poor (gray) or Common (white) quality unlock their appearance immediately upon being looted without needing to bind to the character.
- Armor and level restrictions: Transmogrification strictly requires matching armor types (cloth chest to cloth chest, plate to plate). Low-level characters cannot use high-level appearances until level 60, when level restrictions are removed for all collected valid appearances. Cosmetic-only items remain rare exceptions.
- Hidden helm and cloak preservation: Disabling the system does not prevent players from configuring personal display options (such as hiding helm or cloak). Players with transmog turned off will still see other players' hidden helm and cloak states.
- Account-wide collections: Appearance collections are shared across characters and rulesets, with Hardcore as an isolated exception (Hardcore progress flows out upon transfer, but outside progress cannot enter Hardcore).
What is still unknown
- Transmog costs: Blizzard has not published gold costs or token requirements for changing appearances at the transmogrifier.
- Transmogrifier locations: Exactly which cities host transmogrifiers beyond the initial confirmation of "certain cities."
- Weapon type flexibility: Whether weapon transmog allows cross-type skinning within the same animation group (such as 1H swords to 1H maces or axes).
